According to the EPA, Brownfields are properties which the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.
Peer has a proven track record in successfully completing environmental services in support of Brownfields redevelopment projects. High profile examples of our firm’s Brownfields work include the University of Minnesota’s Andersen Library, the Lite Yard Superfund Site redevelopment, the new Minnesota Twins Ballpark, and the Science Museum of Minnesota.
Peer routinely provides the full range of environmental services that are needed to ensure the successful redevelopment of Brownfields properties including Phase I and II ESAs, vapor intrusion assessments, hazardous materials surveys, response action plan (RAP) preparation, and RAP implementation including soil and vapor remediation, asbestos, lead-based paint and hazardous materials abatement, and environmental monitoring and documentation. In addition, we offer clients turn-key remediation services which facilitate fast-track projects and maximize the flexibility to control environmental costs.
The key to successfully completing Brownfields redevelopment projects is preparing and implementing a well thought out RAP that is tailored to the specific construction elements. It is also critical to complete environmental monitoring and documentation of the abatement/remediation activities on a daily basis during completion of redevelopment activities.
The extensive experience of Peer’s staff allows us to anticipate regulatory requirements, address unexpected conditions and solve problems as they arise to minimize potential construction delays. We work seamlessly with the project design team (planner, architect and civil engineer) and ultimately the construction project team to make sure a redevelopment project is completed on time and in budget.
Peer prides itself in assisting clients in coming up with innovative ways for funding and financing of projects, whatever the size and dynamics of the project. We are an industry leader in assisting clients in procuring gap-funding for environmental cleanups and “Brownfields” redevelopment projects. From 1995 through 2009, Peer has helped our clients obtain more than $19 Million in assessment and cleanup grant money from the Minnesota Department of Employment and Economic Development (DEED), Metropolitan Council, Hennepin County, and Ramsey County to assist with environmental related financial burdens of projects. Peer staff has also written and procured United States EPA Brownfields Assessment and Cleanup Grants for projects.
In addition to grant funds, Peer is familiar with tapping other State of Minnesota reimbursement funds such as the Petrofund, the Drycleaner Environmental Response and Reimbursement Account (Drycleaner Fund), and Minnesota Department of Agriculture (MDA) ACRRA Fund. Once we have helped the client obtain funding for a project, Peer has the proven experience to provide the grant administration and management services needed to ensure that the environmental funds are utilized to the fullest extent.
