Peer was retained and authorized by the Minnesota Department of Transportation (Mn/DOT) to complete a Phase II Environmental Assessment of an approximate one-half mile corridor of Trunk Highway (TH) 35W between 4th Street Southeast and New Brighton Boulevard.

This high traffic portion of 35W is located just north of the Mississippi River and near the University of Minnesota campus. Roadway improvement activities were conducted along this portion of 35W during the 2007 construction season which included mitigation of water seepage problems at two discrete locations, replacing existing light poles along the corridor, and installing a new anti-icing system near New Brighton Boulevard.

The scope of services completed by Peer was designed to identify and assess potential environmental concerns within the project area that could affect the planned roadway improvements along the corridor and potentially delay construction. Peer conducted Phase I-type research including review of Sanborn fire insurance maps; historical aerial photographs; city directories; historical maps; city and county files; Minnesota Geological Survey (MGS) files; the County Well Index (CWI) database; and regulatory agency lists.

The data was evaluated to identify sites of potential environmental concern along the corridor. Following ranking of the sites, Peer conducted MPCA file reviews of the sites identified with the highest potential of impacts.

Peer subsequently implemented a Phase II investigation along the corridor that included soil and ground water sampling and analytical testing for parameters of potential environmental concern.

Peer also assisted Mn/DOT in obtaining a NPDES permit to facilitate construction dewatering and conducted construction monitoring and documentation.
