The Carleton Place Lofts Demolition and Renovation project involved an eight parcel site comprising over six acres and 400,000 square feet of office/warehouse building space located at University Avenue and Hampden Avenue in St. Paul, Minnesota. The Site was redeveloped for residential housing.

The project included demolition of interconnected warehouse structures and renovation of three historic warehouse buildings into 170 rental units.

Peer’s role in the project included conducting a Phase I Environmental Site Assessment; hazardous materials surveys; cleanup grant application preparation and administration; turnkey asbestos, lead and hazardous materials abatement; Phase II Environmental Site Assessments, and environmental monitoring of soil remediation to support redevelopment of the property.

One key element of the project included removal of windows which were coated with lead-based paint and asbestos caulking. The windows were replaced with suitable historical reproductions. Abating lead based-paint from interior and exterior historic brick building surfaces also proved to be a challenge. State Historical Preservation Office requirements necessitated development of alternative grit blasting procedures which were of low abrasiveness to minimize potential damage to the brick substrate during paint removal.

Throughout the project, Peer worked closely with the developer, general contractor, City of St. Paul, the MPCA VIC Program, and MPCA Petroleum Brownfields Program to address all environmental issues at the Site and return a blighted and underutilized segment of University Avenue into a productive and vibrant streetscape.
